I got lucky so I know my method is not the most reliable. I was quite close to shutting down the server and pinging the IP address to see what would come up but because of the down time involved management wanted me to find some other way.
I quickly typed the IP address into a browser and the login page for the router came up with the model number which allowed me to ask around to find it and take it out of circulation. The only reason I found it was because I was in the process of setting up a computer's host file so it could work while I troubleshot and I checked the ARP table which came up with a non Dell MAC address. It had the same IP address as the DC and was not documented anywhere. In this case it ended up being a wireless router that they would plugin when they needed it but that I was not aware of. Since I'd seen this before it occurred to me that there might be something on the network with the same IP address as the new Domain Controller but there were no errors I could see and random ARP table checks didn't show different MAC addresses for the same IP. It seemed like the only way to explain the fact that neither of the servers were having any issues because they did not have the Symantec firewall installed.
I promptly worried that I had somehow screwed something up so went to work troubleshooting DNS and fixing every error I could find around DNS, playing with the firewall on the server and with the firewall in our very recent deployment of Symantec EndPoint Security.
After a successful upgrade/migration of everything including Active Directory everyone started to have DNS issues initially with only internet indicators but later it arose that even local resolution was interrupted and that occasionally access to a network resource was unavailable but would then become available without changing anything.
